The emissions test has been stupid because it was the older vehicles that were exempted and they are the ones most likely to have emissions issues. And it is idiotic that you cannot get passed just because the check engine light is on. My husband's vehicle has computer issues and the check engine light is always on. But the regulations read that you have to spend $250 trying to get it fixed in order to get a waiver so that you can get your registration. The whole inspections thing is a racket and a ripoff.
