Let's make it easy for him. Mandate a fixed GPS transponder to monitor his every move. He's dealing with children and could be a pedophile. GPS should also transmit freezer thermocouple readings to make sure the ice cream isn't melting. He's dealing with little kids amd that would make them cry. While we're at it, add another GPS feature to monitor his cash drawer. He dealing with little kids and could easily cheat them for profit. This will also allow him to be audited to ensure that he takes in a minimum of 45% of his revenue from entitlement recipients via EBT cards.
