You assume they use them while driving. It isn't like they're on facebook or youtube while driving down the road. An officers car is his/her office. They use these laptops to get information about calls they are going to, to look up vehicle license plates and license numbers, as a GPS, and to do reports. These laptops make them much more efficient in serving the community.
