While those who don't own property in the City limits won't be affected by a tax increase directly, the indirect effect may very well be their rent could increase by an amount equal to or greater than the tax increase their landlord will now pay. Rental property owners will not "eat" the increase, but simply pass it along to their tenants.
If annexation votes can be tied to only property owners, the issuance of bonds could certainly be done the same way.
