when I was 6 or so, my Grandparents took me to Atlantic City. On the steel pier, they had a horse which would leap from a diving board into a tank of water with a rider on its back. May still have it.
May be just the thing to put in while repairs are being undertaken.
A real tourist attraction when baseball is not an option.
Creates jobs -- ticket seller & taker; refreshment vendors; rider; horse attendant. And it allows all of that horse by-product to fertilze roses or soem other vegetation. Maybe have a few clowns walking around the city drumming up tourist interest.

City Council needs to think outside of the box.
