the founding Fathers of this country were on to something. IF you didn't own property with a certain value, you did not have the right to vote.
Fast forward, to the days of the poll tax. Now some would say that was a racially driven tax. And perhaps in some areas it was. But the intent was to require those who wished to vote, and did not have real property on which they paid taxes, to have a means to pay a tax and be enfranchised.
