The trooper stated in the video that if it was up to him he would handcuff him and take him to jail...Why didn't he?? If I had been speeding and did not have a valid driver's license and on top of all that impersonated a police chief.. I KNOW I would have been taken to the jailhouse!! Just because he is the town manager doesn't mean crap he should not be above the law.
