FIRST ON 3: Captain in parasailing deaths faces federal charges


WILMINGTON, NC (WWAY) -- The captain of the boat involved in the parasailing death of two women in Ocean Isle Beach faces federal charges.

Under the Seaman's Manslaughter Act, Capt. Thomas Povozan is accused of misconduct, negligence and inattention to his duties.

In 2009, Lorrie Shoup and Cynthia Woodcock died when weather turned rough and the rope that anchored the parasail snapped.

Povozan could face fines and up to ten years in prison.
