And then, why not require inhabitants of public housing to step in and put 40 hours per week into maintaining the properties and grounds?

That would give them some sense of self worth and open up Public Housing dollars for better use.

And then require Food Stamp recipients to work in food bank facilities or charitable food kitchens?

Then take away the free cell phones. Let those who need them go to Social Services and secure a refurbished cell phone which allows the user to call for emergency services such as fire, medical or police. If the purpoise of the program is to provide emergency communications, that can be done at no charge. Why do they need 400 minutes and voice mail for emergency communciations?

Small efforts across the Board will lead to significant savings.
