Not saying you didn't, but go back and read the MOU that O'Grady the lawyer says was so carefully crafted to protect the citizens. Mandalay did get all the income (profits) and the tax-payers got all the bills. We even had to pay a management fee to use our very own stadium. It seems that O'Grady really only managed to carve out a free sky suite for the city council to use.
