Since I haven't lived in ILM very long I've heard from long time neighbors (lived there 20-40+ years) good things about Saffo. He's even come to some of the community events and I've gotten to talk to him. Question is...these neighbors didn't have much good to say about Harper. Did he leave office on a good note? What was he known for (good and bad) when he was in office. I couldn't find much so I'm leaning toward Saffo.
