Would it be less expensive to merge to one lane for the brief distance? Will the lights be at risk for damage? How many incidents have been caused by sober drivers? 10,000 bucks is a lot of money. I have passed this fountain many time with no problem. If it isn't functioning, why keep it? Ever driven in DC? This is a ridiculous waste of tax money.
