The chief is correct in asking why,this guys bond would of been higher if he had been caught DWI.When the very people whose job it is to arrest these criminals,are asking why,then we know there is a problem.To find it look no farther then the ones who set his bail and those who agreed to it.The ones who were robbed at gun point should consider themselves lucky they weren't placed on a slab due to these persons incompetenece or lack of conviction to their jobs.
