City council redefines leash law


WILMINGTON, NC (WWAY) -- The council approved an amendment requiring dog owners to keep their dogs on a visible and tangible leash when not on private property.

Councilwoman Margaret Haynes proposed the change. It means residents using an electronic collar for their dogs can do so on private property but must have their dogs on a leash on public property in the city.

Council members say this issue was driven by complaints from residents who may have felt threatened by dogs not attached to a leash.
