If you know a way, in a car dependent city, to get people not to drink and drive you let me know. I've even been to "dry" countries, where no one is suppose to have alcohol, and encountered a drunk driver. And that was a country where the death penalty was liberally applied.
My experience, cities that are pedestrian friendly, and that make public transportation a priority, you have a lot less drinking and driving.
I love my car, but I also love the option of walking, biking, or taking public transit!
