You have got to be out of your dumba$$ mind if you think the 911 Center does not have ringing phones constantly. You have no idea who covers your stupid a$$ ALL the time. God help you if you really need emergency care...perhaps the phone will not ring! You should make it a point to observe the diligence these telecommunicators show in their work everytime they are behind the console. They provide an invaluable service for very low pay to take care of some people who really do not deserve it...you are one of those people. Go figure!!
