How about impounding the drunk's car for 6 months the first offense and then just seize and auction it off if there's a second. After a while, these a-holes won't be able to afford to keep buying cars and then they are no longer a problem. Nobody should ever be able to get a 3rd DUI; They should have the book thrown at them on the second offense.
