The Community Arts Center is negligent in the murder of Josh Proutey, by not instituting
a minimal safety plan for employees leaving the work premises late at night, in a dangerous neighborhood of verified criminal activity. At the very least, any workplace should issue enforceable protocols to ensure the safety of their employees which could include having employees leave the premises at the same time in a group, thereby dissuading crimes of opportunity. Many businesses already use these protocols to protect the safety of their employees, especially in high risk locations. Obviously, none of these types of closing security protocols were used by the Community Arts Center at the time of Josh Proutey's murder, for if security measures had been in place, this horrific crime would have never occurred. Part of the fault of this crime, rests with the Community Arts Center who failed to establish and enforce minimal security protocol for Josh Proutey, leaving him vulnerable to attack.
