I don't understand why UNCW

I don't understand why UNCW police handled this case.. What training do they have in crime investigating? Where they 100% sure this wasn't a murder? I don't think the death of a 18 year old anyone could be 100% sure of anything? Wilmington police should have been called in on this!!!!
