These slick lawyers don't make the rules of the system. They just use the system to the best advantage for their clients. That is what they are paid to do. The clients wouldn't get off so easy, if the prosecutors and judges wouldn't agree to the plea bargains.
If you want reform, then you are barking up the wrong tree. It's the legislators who make the laws that are not stringent enough. Drunk driving should be a felony. And the punishment should be greater for drunk driving offenses.
