I read the bill (courtesy of CNN .pdf) the morning of 01/01 while eating breakfast with my family.
It took all of 30 minutes.
187 pages sounds like a lot until you realize it's triple spaced with 3" margians and the formatting requires every line be numbered.
I bet if you formatted it like a news paper it'd probaly would take up a full page.
