don't you remember Smiley passing some Executive Order which granted minority individuals convicted and sentenced to death an additional appeal not available to others. You know the one which gaurantees them the right to a review to confirm the jury and prosecution were not racially imbalanced.

Perhaps the new Governor will rescind that Executive Order
