I have eaten there and think it's "OK"

The question for me regarding the local impact revolves around parking. In MB you park in a free lot in WB you pay to park.
As for noise? It's certainly a very congested residential area but the residents have to either accept Joe's for what it is or send them away.
I don't see Joe's as being that noisy unless they do a lot of outside seating.
It would be a welcome addition I suppose
