He recruited foriegn business, primarily from Germany and Japan, to relocate a portion of their industry to the textile towns on the demise.
He saw a coordination of community college training with the needs of the relocating businesses.
It worked; and many small towns which would have seen mills shuttered, saw the mills converted to other uses with continued employment of the town residents.
Now if Governor McCrory will appoint a Secretary of Commerce who will focus on foriegn industry, we could see a resurgence in NC employment.
