I do wonder how many of these men and women who were sterilized have been receiving State and Federal benefits because they weren't able to care for themselves? I do not codone what the State did to these people but I believe some families made the decision because they didn't think their family members had the mental and/or physical capacity to raise a child.
So, if, Ms. Mills, for instance has received State or Federal assistance because of a mental or physical disability (i.e. Medicaid, Section 8 Housing, Food Stamps, etc.), then I would think to be fair she would need to repay the State for such assistance out of any settlement she receives for her sterilization.
