Crossing the lines of any of those 3 rules makes for a total change of game with a whole new set of liabilities to the rider. There are scooter manufacturers and dealers of this Chinese junk that intentionally cloak the scooter to make it "appear" that it is in compliance.
It isn't hard to tell when you pace them at 50 to 60 mph. Most of the police are too busy texting while driving to pay attention.
