The crime is coming from poor neighborhoods(white and black). The crime rate is going down in the city more due to displacement of undesirables than it is by any proactive police work. Plenty of rural towns these undesirables can move to. Jobs a-plenty working in the poultry plants and picking produce. It is time to bulldoze public housing for anyone except the elderly.
