Its also odd that I could find nothing in the NC Constitution that allows for this money to be given to a private company. The state allows counties, cities and towns to set up special taxes for this but there's no provision in the state constitution that allows for state funds to be used this way. We can offer incentives but no direct payments from what I can see.
