The main problem with smoking is NOT the litter - admit it. It's the secondhand smoke that many find offensive. When smoke gets blown around it gets carried into "your air space". At the beach it interferes with your enjoyment of the salt air.
Smoking bans are more easily enforced than littering bans for cigarettes.
