No, who would dare put their butt in their empty beer can at wrightsville beach? Alcohol is NOT ALLOWED on the beach.
I really hope that the state does not give the beach towns jurisdiction on the beach. It is, after all, tax payers of North Carolina who fund a good portion of beach renourishment, and who contribute to room occupancy tax. This means this should be state property more than anything else. Beaches being a tourist destination, where people from ALL OVER North Carolina come to visit, I don't think it should be up to a few college students and wrightsville beach residents to decide on this ban. If the state wants to ban smoking on the beach, go for it, but don't give beach towns jurisdiction of state property.
