Here's a breakdown of the repiras upgrades from WCNC CHarlotte:
$84 million – video boards, technology upgrades
$28 million – escalators, elevators at three entrances
$62 million – infrastructure (seats, concrete, HVAC, playing fields, etc)
$16 million – entry gate changes (including security additions)
$35 million – upgrades to 100/500 levels
$29 million – club/suite level upgrades
$30 million – team area (locker room, weight room, etc.) and indoor practice facility
$13 million – “new concepts”, i.e., street fan experience, bunker suite, field club, and possibly parking

Infrastructure - yes definitely
Entry gates - yes probably
But electronic scoreboard, club suite upgrades, street fan experience, upgrade to the 100/500 levels?
I don't think they're required by the NFL.
As for the "move" Jerry did not have to say a thing because it's no secret that LA is looking for the NFL to return with either 1 or 2 teams.
That said - I believe that Jerry wanted to keep the team here however, given his age a sale might not have been too far fetched.
At this point the only thing that matters is how much the legislature will allow on the tax issue.
Funny how the GOP does NOT mind raising certain taxes, or allowing others to raise them, isn't it?
