my point pertained to Governor McCrory's ability to determine how school districts can be directed to spend funds with specific companies or individuals. The state may be able to set standards; but the Governor can not direct funds be spent with companies controlled by his supporters.
Want to throw some stones. Look at the Easley and Perdue administrations use of the Lottery Fund as a slush fund which they would tap into for purposes other than intended. Smiley, herself, I believe drew down over $80 million in funds for uses other than allowed under Lottery enacted legislation.
By the way, when Smiley proposed spending $20 million on hand held devices, did you express concern?
I believe Governor McCrory also wants to close that loophole.
