Take their licenses away forever. Will it stop them from driving drunk? NO.
Put them in jail. They get out. Will that stop them from drinking and driving? NO.
Seize their car and other property. Will that stop them from killing and maiming others due to drinking and driving? NO.
Want to do something effective? Try something with impact.
1st offense DWI - Amputation of right foot.
2nd offense DWI- Amputation of left foot.
Kinda hard to drive without feet, hard to work too, but then progress to the other limbs if the behavior continues. No welfare, no foodstamps, no free healthcare. They can sit at home and drink all they want. Problem solved.
