I don't believe he's referring to just advertising. The head of the Lottery Commission brings down something like $350,000 per year. The next 2 in line bring down something like $500,000 between them.
Throw in State bennies and state cars; that's a significant expense; perhaps merited in the first couple of years; but should not be necessary now that it is up and running.
Throw in a gaggle of "territory" personnel who travel to all the retail sites; pull down $50K to $60K each plus state cars & bennies.
There is a lot of fat in the pot.
I do agree and have promoted the notion the state does not need to advertise the lottery.
And the loophole which allows Governors to divert funds to pet projects should be closed firmly.
