In any government agency you will find some fat to cut.
As for advertising? Locked in at 1% isn't so bad. This is a business that sells something so I would assume advertising to be "the norm".

But according to NC GS 18C-162. Allocation of revenues.
"No more than eight percent (8%) of the total annual revenues, as described in this Chapter, shall be allocated for payment of expenses of the Lottery.
Advertising expenses shall not exceed one percent (1%) of the total annual revenues."
I think it's pretty effectively run with an 8% cost structure?
Oh and take alook at this:
Executive director $197,535 annual salary.
Unless you're talking about one of the 9(?) appointees on the lottery commission 5 of whom are appointed by the gov and 4 by the house and senate leaders. (Tillis name is on two of them)
These are legislative and administrative plum positions doled out by both branches of government, both parties too.
