Monkey Junction property tax exemption bill passes

RALIEGH, NC (NEWS RELEASE) -- A bill that would allow the city not to charge Monkey Junction residents for city property taxes has been passed by both the NC Senate and House and been sent to Gov. Pat McCrory to be signed into law.

On Wednesday, S97 Property Tax/Deannexation passed a final vote in the House 117-0; the Senate had previously passed the bill with no dissenting votes. Sen. Thom Goolsby, R-New Hanover, filed the bill last month after the city asked him to introduce legislation that would address existing state law that prohibited the city from not collecting taxes in the Monkey Junction area, even though it was only inside the city limits for about six months. Rep. Ted Davis, R-New Hanover, coordinated the bill's passage through the House with Rep. Rick Catlin, R-New Hanover and Rep. Susi Hamilton, D-New Hanover, both speaking in favor of it on the House floor.

S97 essentially prohibits cities from charging city taxes for properties that aren't inside the city limits for at least six months, which is about the amount of time the Monkey Junction area was inside the city limits before state annexation laws changed last year. "We appreciate the efforts of our local delegation in getting this situation resolved quickly,” said Wilmington Mayor Bill Saffo. “We are glad to clear up this confusing situation so we can better focus on ways to grow our city’s economy.”
