Congress moves to put all armed contractors under military control

WASHINGTON (AP) - Congress is moving to put armed contractors in combat zones under military control. The Pentagon recommendation could run into resistance at the State Department. The Senate included the requirement in its defense authorization bill. Armed Services Committee Chairman Carl Levin said yesterday he's confident the House will agree. Secretary of State Condoleezza Rice is to testify today about the subject before the House Oversight and Government Reform Committee. She has ordered new rules for the private guards hired to protect U.S. diplomats. They include increased monitoring and explicit rules on when and how they can use deadly force. The steps were recommended by a review panel Rice created after a deadly September 16th shooting involving North Carolina-based Blackwater USA guards. (Copyright 2007 by The Associated Press.
