This "Charlie Foxtrot" organization as you put it has reduced sanitary sewer overflows by near 40% and the volume from those spills by almost 80% in the five years it's been in existence. At the same time, its rates are actually at the state average or below the state average in cost in every category as confirmed by a University of North Carolina study that looks at every water and wastewater utility in the state. This was reported in the StarNews last week.
