As a driver, it is her

As a driver, it is her responsibility to know what her driving lane is and she is responsible for watching out for everything else on the road. Regardless of how the accident happened, she, not the city, chose to leave the scene. She chose to cover her backside instead of looking to see what she hit. She chose to ignore what she hit, knowing that it could have been a human being. She is in the position she is in because of the choices she made. Zachary is in the morgue because of the decisions that she made.
