How do you know it's not microchipped?

A microchip is only useful if a concerned citizen brings the dog to a veterinarian's office or animal control, somewhere that has the capability of scanning the animal to see if it has an identifying chip.

If someone intentionally STEALS an animal, they are not likely going to bring the dog around town to have it scanned for a microchip. So it would not matter if the animal were microchipped or not.
