I heard the replay of the clear 911 recorded tape and the operator sounds like she just didn't understand English that well. She sounded like she had a slight foreign accent herself. She is probably bilingual and she is working there to translate the Hispanic 911 callers......It's a shame she "didn't understand" the caller and not just "didn't hear" cause the phone was staticy
