Is this legal?

I know Rep. Hamilton says service as town manager would not conflict with General Assembly rules. However, last time I checked, state law trumps General Assembly rules. Two years ago when Tabor City Town Manager Al Leonard unsuccessfully ran in the State House Democratic Primary against Ken Waddell, he was advised by the School of Government at UNC-Chapel Hill that his simultaneous service as town manager and legislator would be illegal. Rep. Hamilton might want to research this.
