Maybe Mike Richardson...

"Plant superintendent Mike Richardson says he's aware of the problem. He said, "It's not a major leak, it's not a big contributor to water loss in the pipe line. Once again it's untreated, raw water coming from the Cape Fear River to the treatment plant."" subscribes to the same theories as the other idiots that are in charge of our sewer systems. It's only a small leak, he says, as if any leaks are acceptable. God knows what's in the raw water before it's treated, and he doesn't care if that polluted water is compounding the problem. Whatever happened to 100% functionality? It's like being a little pregnant...either you are or you aren't. Would his response have been the same if it was treated water that was leaking? Where's the accountability?
