Orr wants leadership structure of NC public schools changed

RALEIGH (AP) -- Republican candidate for governor Bob Orr said the lines of accountability for public education are blurry, and he wants to make them clear. Orr released an education reform plan Tuesday that he said would make the governor the primary official responsible for the public schools. Orr said the responsibility is currently spread among the state school superintendent, the State Board of Education and the governor. Orr said he wants constitutional amendments to eliminate the statewide election of the state superintendent and to transfer power from the State Board of Education to the governor. Orr said a new state education board should take an oversight role without the power to approve policies. he also said eight of the 11 board members would be elected.
