Cruelty to Animals

How is it that the state can pass laws to prevent cruelty to animals, but yet they pass laws that tell animal shelters how to be cruel to animals. The state's animal shelters should be ASHAMED of their behavior, and the example that they give to the public on how to treat animals. ASHAMED!!!
