It totally undermines the legal justification to use deadly force and invites an indictment. "How much could you have really felt threatened if you took the time to aim and shoot him in the leg?"
Most departments now subscribe to the age-old FBI policy: You do not draw your weapon unless you intend to use it, and you never fire it unless you intend to kill someone.
It is ludicrous to fault the officers for applying deadly force when they felt that their life was in danger. Everyone, whether a sworn LEO or a civilian, has a legal (and God-given)right to defend their life.
