Why need there be a hotline to report guns? If someone is a threat, you should call 911.
One police department started a similar program, then rapidly dropped it -- it made people notice guns, and they were reporting all of the undercover detectives!
I predict that this will be trumpeted as a great new tool, then fade into obscurity. In a year, this same phone number will be used to hire school crossing guards.
