He doesn't have to agree to be brought back. They mean if he waives extradition hearings and agrees to just be brought back. He can also choose to fight extradition and fight being returned to the U.S. Usually the defendants do not win these hearings and are returned to face thier charges. But, it slows down the process when they fight extradition.
