The only thing effecting young blacks is other blacks. For people that go downtown or to the mall or any public place you see black people acting out inappropriately. It's ridiculous and embarrassing to educated black people. It starts with the parents and their lack of discipline and then it's the schools that let down these young children. We need a complete overhaul of our social system to fix this.
