This hasn't happened in 21 years of service??? Have these been the extreme hottest days ever experienced in 21 years? No.....Hot for this time of year, yes, but heat is heat.
Something smells fishy here and we ain't talking Spanish Mackeral swimming under the bridge. Indications are that there is another problem somewhere that hasn't been uncovered yet. The area of "jamming" needs to be identified and evaluated as to why now, after 21 years, it is jamming. There is a reason, find it and repair it. This firehose method is only band-aiding the real problem and is typical of DOT engineering. I would go help them find the problem except that I never learned to sleep in a truck or lean on a shovel for 6 hours. Doubt that I would fit in.
